Can I see a list of all users that may use my licenses?

Yes. Go to https://my.atlasti.com/licenses and scroll down to the Invited Users section. 

The section contains a list of accounts that have accepted your invitation code or clicked on your invitation URL. If the section is missing, then no users have accepted your invitation.
